IP Policy - Grade Level Placement of Transfer Pupils

l. All students between the ages of seven and sixteen, inclusive, who have not completed the eighth grade and enroll in or transfer to the schools of this School District from a home-based educational program, a parochial school, any other private school, the schools of another state, or any other school or educational program which has not been accredited by the Wyoming Department of Education, shall be administered, and as a condition-of grade placement, unless the principal determines in his discretion that such a test would not offer a substantial benefit in determining grade placement, a standardized test to measure the level of achievement previously attained. The initial grade placement of such students shall be determined by standardized test to measure the level of achievement previously attained. The initial grade placement of such students shall be determined by standardized test scores of nationally normed tests, such as (for grades K-8) national percentile scores of the Iowa Test of Basic Skills---or a similar test approved by the Superintendent and elementary principals ot this School District.


2. In the event any student refuses to take the test, or the parents of a student refuse to allow the test to be administered, the student shall be placed at the grade level which the principal may in his best judgment determine to be in the best interest of the student and the school.


3. Following the initial grade placement, the principal of the school to which the student is assigned may, upon the advice to and after consulting with the affected classroom teachers, change the grade placement of the child in accordance with the classroom performance of the child.


4. Neither the School District nor its administrators nor any teacher shall be required to comply with or be bound by the grade level or any certificate of previous grade level attained as is determined or provided by the previous educational program or institution in which the child was enrolled. The previous grade level of the student or a certificate of the grade level attained by the student will be considered by administrators along with other factors in determining the grade placement.
