District Financial

The District Business Office is responsible for the preparation of the annual District budget, the Annual Audited Financial Statements, Monthly Financial Board reporting and various customized financial reporting and statistics. Additional responsibilities include student enrollment projections, state reporting requirements, annual major maintenance plan creation as required by the State Construction Department and federally funded program expenditure tracking and reporting.

District Budget

The basic legal requirements pertaining to the budget process for school districts is contained in the Wyoming statutes.  The laws establish a basice framework within which budgeting must be carried out.  The District must hold its budget hearing, to meet statutory deadlines, no later than than the third Wednesday in July.  Below are the District's approved current and prior year budget documents.

Annual Audited Financial Statements

Wyoming state statute 16-4-121 requires school districts to perform annual audits of financial affairs and transactions for all funds and activities.  Audits are required to be completed by November 15th following the end of the previous fiscal year; SCSD #9's fiscal year begins July 1st and ends the following June 30th.  Audits must conform to generally accepted accounting principles, and copies must be submitted to the County Clerk(s), the Wyoming Department of Education, and the State Department of Audit no later than December 15th.

Monthly Reports

The Business Office provides the Sublette County #9 School Board with monthly financial reports to help keep the board apprised of key financial indicators throughout the fiscal year.  Each month's report details the prior month's activity.  These reports can be found in the "Approval of Monthly Claims and Payroll" section of regular Board meetings on the District's Board meeting management system Simbli or the last twelve months of  Financial Board Reports to date can be found below:

WY Department of Education (WDE) Aggregate Statistical Data

The 48 Districts in the state of Wyoming are required to provide the Department of Education with reporting to meet annual legislative mandates.  Each District submits their data based on legislative deadlines and the WDE creates aggregate reporting.

Federal Grants

Title I

Title I of the Elementary and Secondary Education Act (ESEA) is designed to help disadvantaged children meet challenging content and student performance standards.

Title II

The purpose of this program is to: 1) Increase student achievement consistent with the challenging State academic standards. 2) Improve the quality and effectiveness of teachers, principals, and other school leaders. 3) Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools. 4) Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

Title IV -A

Title IV, Part A is a newly enacted grant for 2017-2018, known as the Student Support and Academic Enrichment (SSAE) Grant. Title IV-A is a flexible block grant that authorizes activities in three broad areas: 1) Providing students with a well-rounded education; 2) Supporting safe and healthy students; and 3) Supporting the effective use of technology.

Individuals with Disabilities Education Act (IDEA) - Part B 611 & Part B 619 Preschool

Purpose: 

The IDEA Act of 2004 -To assist local education agencies in providing special education and related services to IDEA - Eligible children with disabilities.  The four main themes of the IDEA Reauthorization include:

  1. (A) To ensure that all children with disabilities have available free, appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment, and independent living.       

(B) To ensure that the rights of children with disabilities and parents of such children are protected.                                                                   

(C) To assist states, localities, educational service agencies, and federal agencies to provide for the education of all children with disabilities.

  1. To assist states in the implementation of a statewide, comprehensive, coordinated, multidisciplinary, interagency system of early intervention services for infants and toddlers with disabilities.

  2. To ensure that educators and parents have the necessary tools to improve education results for children with disabilities by supporting system improvement activities; coordinated research and personnel preparation; coordinated technical assistance, dissemination, and support; and technology development and media services.

  3. To assess, and ensure the effectiveness of, efforts to educate children with disabilities.
